You are correct. The problem is Senator Byrd is not around any more to see those rules are enforced.

The one and only thing I admired in Senator Byrd is he did believe in protocol and senate rules.

Senator Byrd was very good about that - thanks for reminding me - too bad that we don’t have someone that steps up and talks about rules of the Senate.
