It seems odd to me that in 2017 that there are so very many people who still do not know that Heroin is evil. Has not any one heard the song GD the pusher man by stepenwolf?! Is the inner city that pathetic? Or Am I missing out on the real picture here?! Did Duane Allman really weigh just 75 lbs at the time of his death from H addiction on a motorcycle crash?!

I think you have to consider; In 2017 there are more people who know less about anything and everything than you and I can imagine. It is not necessarily innate stupidity; but the residue of a school refocus on non-history, the advent of sewage-brained social media, and a media that has pummeled kids with the idea that aspiration itself is racist. Even the media relentlessly pounding on Trump is an existential downer, eg; “we’re doomed”.
Don’t tell me these things do not have a cumulative negative effect on these kids. (I know you would not say that) And they’ve never heard of Steppenwolf. Count on it.
sugar is evil, alcohol is evil and so on and so for. people know it and they want it anyway for pleasure or because they are weak. i have been addicted to star all my life and now it’s killing me. people get high and do this stuff for many reasons. It is a folly to pass laws to try to stop people from getting high or seeking pleasure. Fortunately my addiction is legal for now.
It is more complicated than that; many of these addicts are people that were legitimately prescribed a painkiller drug, and when the prescription expires (or their coverage is lost) they buy heroin as a cheaper substitute. Lawmakers want to target the initial (again, legitimate) prescribing of some of these painkillers because they too often create a heroin addict out of a totally normal person.

GD the Pusher Man, and Snow Blind Friend (two Steppenwolf songs) written by Hoyt Axton, who understood and was a coke addict. But of course, marijuana isn’t a gateway drug... LOL, it certainly is.
And yes, Duane Allman was a heroin addict and did weigh 75 lbs, when he ran into a flatbed of a truck, while riding his harley. Though talented, he was a junkie, as was Eric Clapton, who talks about it a lot in re: his Crossroads rehab foundation. Clapton btw has stated he no longer can play guitar due to pain of osteoporosis, it has been reported.
