The budgets of all presidents are “dead on arrival” in Congress. Trump is no exception in this regard. Each member of the House and Senate is like their own little freedom and every last one of them thinks they are God’s gift to humanity. They all want their “pork” and pet issues funded, and the country be damned.
It's what gives them their ticket back for their next term.

That is why Trump is so different. He’s putting the country first, which is antithetical to our Congress. Thirty years ago or more I had a meeting with H.L. Richardson who was a Conservative Congressman from Southern California at the time. He rattled off a list the enumerated the relative importance of various
“constituents” to most members of Congress. “The people who elected them,” was sixth or seventh down the list.
