That was Gerry Studds. The standing ovations happened when he tried to justify himself at public meetings in his home districts after molesting the page. He was reelected six times after being censured by the House.
Barney Frank's scandal was hiring a guy for sex who then started running a brothel at Barney's house. Barney fixed dozens of traffic tickets for him. Frank also got his long-time squeeze a job at Fannie Mae when his committee was overseeing the agency.
