Hitler's first significant violation of the Versailles Treaty occurred during 1936. Japan initiated hostilities with China as early as 1931 but commenced unmistakable actions in 1937 which caused the free world to hold it in violation of international treaties. Germany violated Poland's borders with an invasion in 1939.
IMO, the question could be: "Imagine allowing entry to citizens of the Axis powers during the years immediately preceding the date those nations initiated hostilities on the U.S.?"
Perhaps only on a very selective and stringent basis; e.g., as where the entrant would offer something of specific value to the U.S. or in an unmistakeable humanitrarian setting such as young ones rejoining their parents, etc.
Here, we have another example of muslims declaring in essence, if you do not warmly accept our presence in your country our religion mandates in the face of such provocation that we take lethal action against you.
