I found this biography for him. He has never done anything in his life but go to school and serve in government or quasi-government bureaucracies. What more could anyone desire after the Fed got two punches on its political correctness card?

He served as the Assistant Secretary for Policy Development and Research at the U.S. Department of Housing and Urban Development (HUD) from 2009 to 2012. He was a principal advisor to the Secretary of HUD on policy and research. He has served as the Bedrosian Chair in Governance and Public Enterprise at the Sol Price School of Public Policy at the University of Southern California since 2012. From 2001 to 2009, he served in various positions at the University of Southern California, including as a professor at the School of Policy, Planning and Development.”

Yes, doesn't look like his background fits the job description, so that obviously wasn't a factor in his hiring.
