How does the nation/Trump administration/Congress, go about breaking up the 9th Circuit?

An act of Congress would amend the existing Judiciary Act to create a 12th Circuit, and then the president would sign the bill into law. It would be interesting to see if the Democrats in the Senate would filibuster it.

Actually our Sen. Flake and Rep. Andy Biggs are working on legislation right now to do just that.
