An act of Congress would amend the existing Judiciary Act to create a 12th Circuit, and then the president would sign the bill into law. It would be interesting to see if the Democrats in the Senate would filibuster it.

I’m thinking of all of the counties in eastern CA, essentially RED, plus all of Alaska and Arizona, to make up the 12th Circuit.
