Interesting photo. Whenever I see an incident like this at a railroad crossing with one or two parallel streets running alongside the tracks, I would look closely to see if a particular series of events unfolded: I wonder if the bus got started crossing the tracks without any danger from the train, only to have something happen at the adjacent intersection that forced the bus to come to a complete stop.
This is what happened in that horrific incident with the school bus in Illinois some years ago that precipitated all kinds of changes in Federal grade crossing protection standards.

Judging from those Stop sign the bus got drug down the track quite aways. Train was moving at a pretty good clip at least 20-25 mph.
