2. If Congress created the Act, then Congress can repeal it, or modify it.
3. Maybe President Trump can do one of those "legal findings" that Odumbo used to justify letting Moslems into America and putting them on a fast track to citizenship. Maybe President Trump can "find" that the legislative branch did not intend to limit the Executive Branch if time and circumstance demonstrated a need for such modification, or that the States have a valid claim of fair use for the lands within their borders, and that exceptions can be made for economic growth.
President Trump should undo every single executive order from the usurper. No exceptions. That includes national monuments.

Presidents are sovereigns. They are not bound by the executive actions of a former president. There’s no such thing as a plenary president.
President Trump could modify and shrink the 87,000 acre designation down to one square inch.
