a Federal judge denied the request initially. It’s probable that the administration proceeded to spy on Trump without the warrant using some kind of special needs exception. They later applied again and were granted a limited warrant to spy on one server in Trump Tower and nothing was found on that server evidently. the nature of that server is a curious matter.

Correct. A warrant is applied for only when judicial proceedings are sought and charges are to be made.

No, it seems clear they got a warrant the 2nd time. But they omitted the name “Trump” from the request. Withholding material information from a FISA affadavit is perjury, a felony. So we shall see...
