I don’t read President Trump’s endorsing (signing) two STEM House Resolutions and a Concurrent Resolution (House and Senate) as being “special orders” by the President. It is my understanding these types of instruments are non-binding.
I’m looking at what the overall impact and process changes come out. If they are less authoritarian in terms of ordering agencies to consider this or that than they were before I chalk that up as good. YMMV.
