An export company working with the ATF placed an international order for cigarettes not subject to any American taxes. Big South, the tobacco distributor bought by the tobacco cooperative of farmers that make up U.S. Tobacco, would ship bottled water and potato chips instead of cigarettes to make it look like cigarettes were being exported. Jason Carpenter and Christopher Small, the owners of Big South and ATF informants, bought the tobacco at a slight markup through a private bank account before they sold the tobacco back to Big South at a higher markup.
I got the first paragraph, but the second is confusing. Are the author talking about two different product transactions or should "tobacco" be in quotes, since the "tobacco" is really chips and bottled water?
And how did chips and bottled water get thru customs scantron screening when it was labeled 'cigarettes' ? They certainly wouldn't look the same - or smell the same.
And what 'informant' information was so valuable it warranted shelling out a cool half mil of money that belonged to the taxpayers?

Im still trying to understand why BATFE IS A Branch OF The Internal Revenue Service!!? Because the BATFE is tasked with collecting cash to pay for Federal tax stamps issued to purchasers of Class III firearms.

I read the whole article. This excerpt makes it sound like th agents did this for personal gain, but it was a fund to use to do sting operations, and other enforcement methods.
