Sorry, but I have to side with the dems on this one. If we allow the govt. to confiscate their property (hooray for our side!), eventually they will be cheering when it's time to take our property based on the whims of some black robed devil.
I MIGHT reconsider my position if the proposed law were tweaked so that the proceeds do NOT end up in government hands. Better it be thrown into a pit and burned then allow the govt. to profit from their "order keeping".
On second thought, not even then. Bad idea. Reduce, don't expand govt power.

I like how it starts the discussion.
The end result should be that the assets of those who organize and pay protesters should be held and they should also be held liable for violence and property damage, even paying police in such cases that turn bad.

The proposed legislation would appear to be a direct violation of the first amendment.
The perpetrators of violence and anyone engaging in incitement of violence should be caught and prosecuted but to attempt to extend that to anyone who organizes or participates in a protest that they reasonably expect to be peaceful will never stand up to judicial scrutiny.
Amendment I
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances

The problem with this type of law - is it can be turned on the ones who enact.
Same type of thing to demonrats are hollowing about now- never expected to have to abide by laws they enacted.
