Here comes an opportunity for negotiation. Trump says... “You want some federal disaster funds? I want you to end sanctuary cities. Let’s make a deal.”
Can you just hear the little piggies whine: “How dare Trump hold our people hostage! Forcing us to obey his fascist laws!”
They would sign the deal, and after receiving Federal funds, promptly renege on it.

The Stafford Act dictates the processes by which a state asks for and gets disaster relief. I don’t think it allows negotiations.
I am in extreme agreement with that. He doesn't have California anyway. It's a no lose situation.
