“Here comes an opportunity for negotiation.”

The Stafford Act dictates the processes by which a state asks for and gets disaster relief. I don’t think it allows negotiations.

Everything is negotiable. Just needs an executive order or two. Drag it out through court for a while. And since California is contemplating caliexit.... it would be improper to spend federal funds on a region that may soon not even be part of the United States.

Then there is the whole can persons in this country illegally receive federal disaster funds given from the federal government to a state? That would need to go through court and be tested as well.
