This is just an aside, but the lumping of alcohol, tobacco, and firearms under one agency has always seemed strange to me. I mean, we don't have an agency for cakes, pies, and power tools, so why are these three things associated with each other? Is it to - in a subtle way - suggest that firearms are an optional vice like alcohol and tobacco, and therefore not constitutionally protected? Just wondering.

They all have excise taxes placed on them.
In my view, there should be no special tax on Firearms, as they are Constitutionally protected.
