So what is this regulation about dumping coal debris into streams? Perhaps this could be one regulation, or in some other form, that should be adhered to.

House Republicans approved a measure Wednesday that scuttles a regulation aimed at preventing coal mining debris from being dumped into nearby streams Does anyone believe that this is what the regulation stated? "Please dump all coal mining debris into the nearby streams. We want to make sure we pollute them." Or is the writer bringing their slant to new regulations through his/her liberal lense.
