How can Washington state judge claim national jurisdiction; if he’s 9th circuit, that’s only the Western States.

Oh it will be. The ninth will have several positions to be filled in the next few years. And Trump will be filling them. This is one reason the west coast CA WA OR are so panicked. If the liberals lose the power of 9th circuit they lose much much control.

If he was part of 9th circuit, wouldn’t the ruling only apply to 9th circuit area, the Western States?

It should be done virtually. Any snail Mail must go through security at an offsite location. It could actually make their job much more difficult.
The WH we site has a link to communicate , his FB page , Twitter and other would cause his security detail less grief.
