Maybe not. Of course, some Americans thought of all Jews as Bolsheviks, but most German Jews weren't Communists and wouldn't easily be mistaken for them.
Some people in power didn't like Jews. Some assumed they wouldn't assimilate. Others feared a reaction if too many Jews were let in at a time of high unemployment.
