In real-world terms, is this actually an issue? What would be the down-side if the DoS was “on holiday” for a month, or two - or three?

Govt managers are usually the worst of the lot. Getting rid of managers makes things runsmoother. Most are criminals and asskissers. The shyt floats to the top.

Check to see who came to work to Washington DC in a snowstorm, only the essential folks would come in.

The rest of em, the non essentials, stay home.

Those aren’t needed then, so why need em now.
