Note how this adopts left wing phrasing. This phrasing includes legal and illegal non-citizens. This phrasing includes convicts and ex-convicts currently excluded in many states. This phrasing includes children.
(It includes everyone except a fetus. :) We need to be more careful in our use of words and language. When we adopt the language of the left we lose.

You jumped to a conclusion. I referred to a single element of voter fraud voting by non-citizens. I did not indicate which government should fix it for a simple reason: It is a violation of both state and federal laws for non-citizens to vote in state and federal elections.
Some of the obvious fixes: At the state level, the MAVA act you referred to specifically asks the applicant to declare citizenship. Thus,any state which ignores that requirement (many) should be made to conform with the law. States that select prospective jurors from voter registration rolls but then dismiss the juror because of non-citizenship should be required to notify federal inmmigration officials.
At the federal level, the DOJ should take action against any state that allows a non-citizen to register or to vote when there is reason to believe the individual is not a citizen or has not answered the citizenship question on the voter registration form required by HAVA.
This should be a local issue.
Such a one-size solution will be impossible or ineffective (see above).
We now have a "bottom-line" business manager in the Oval Office, one who appears to have turn-around capabilities. If Trump does initiate an audit of the registration practices of several of the states, I think he will find it to be a fruitful exercise that more than proves his point.
