First you have to find them, DM is HUGE. Which is one of the reasons you shelter in place, get the non-participants inside, then anybody outside that isn’t an MP is a bad guy, makes things way easier.

Won't work. After 8 years of Obama, there are too many Muslim Brotherhood and gang bangers in the ranks to allow all military personnel to be armed at all times. There are too many Major Nidal Hassans (sleeper jihadists) in Obama's (now Trump's) military. And what about Homeland Security, TSA, ATF, etc, etc.
So, current policy prevents these types from going around shooting people how? At least the good guys would be allowed to be armed, rather than be sitting ducks for the bad guys.

What does that mean?Davis-Monthan is an active base, with the 355th Fighter Wing being the host unit. There are a few tenant units, too. One of the tenant units is the 309th Aerospace Maintenance and Regeneration Group (AMARG), also known as The Boneyard.

When I was stationed there over 20 years ago, they were only the AMARC (Center, instead of Group, I guess they've grown the mission a bit).
