I don't think so. I think there will be at least one arrest here. That young lady could have easily been seriously injured. Setting someones hair on fire will easily rate some significant jail time.
Plaster those two faces all over the Internet. Their images are very clear and they can easily be found. Maybe Trump can convince them to do their jobs.☺

I'd bet they make an arrest of these two within a two weeks.
Yellow jacket is the witness who failed to say a word and likely knows the suspect who is wearing the blue and white knit cap. That individual needs to be taken off the streets. They couldn't ask for better pics of these two.
