I KNOW they have to go, but maybe they could serve in the military or pay a monstrous fine and not be able to vote?

You probably got zotted a time or two - I didn't check - but you are correct in that it would be a disaster for many who had nothing to do with their being here illegal.
It's why things have to be phased and start with the scum, followed by the trash, and figure out the best way to handle the rest.
As a Security Officer (both as active duty and as DOD civilian) and managing the local security clearance system, it was not rare to discover that a young recruit had been told all his/her life that the parents were legal citizens only to find out during the investigative process that it wasn't so.
