From broken levees south of Sacramento to snowbound streets in the mountains, Northern Californians tried to mop up from this weeks storms on Friday while bracing for another atmospheric river set to hit Tuesday.
As the sun came out in Sacramento, the National Weather Service said the region should have four days to dry out before the next big storm system moves in. The dry weather will give swollen rivers and streams a chance to recede, and allow work crews to inspect and shore up levees strained by increased water flows. Still, the weather service said the next storm could be substantial, with up to 3 inches of rain possible in the Sacramento area.

By the way, a full reservoir does not mean water has permeated down to the water table, and recharged the aquifer.

We had 20 inches in 6 hours overnight at my place last April. Flat land around Houston, too, so it doesn't run off anywhere for days or weeks.
We had about 3 1/2” rain near Oakland. January average Oakland precipitation as per the Almanac is 5.2” in January. The month is not even half over and we are at 4.7”
If the spigot doesn’t turn off in February like it has the last couple years the drought will be busted in NorCal.
Yesterday I was in Hollywood and it poured hard for several hours. If it kept up longer one would have needed a boat to get down Sunset Blvd. LA has no drainage for a heavy rain.
I think northern California now has so much water that in 2017, the farmers in the San Joaquin Valley will likely get 100% of their needed water allocations because it’s likely all the major dams in northern and central California will be close to completely full by April-May 2017. And that could mean record revenue from agriculture for calendar year 2017.

But your initial point - no new reservoirs, thus the water will go out to sea - is tragically right on the money.

When Trump takes over I would like to be able to collect rain water again without becoming a criminal.
Problem is not so much the rain as it is the rain melting snow... Lake Tahoe rose about 1.5 ft over 10 days with that 3” of rain). And sometimes, it’s just the snow: hard to dig out from well over 10ft of heavy snow. Not complaining though... rather have too much than too little.
They used to call it the Pineapple Express. I guess atmospheric river sounds more dramatic. Lol
