He was in charge of the military part of the Inaugural security and preparations. On the other hand, he is a presidential appointment and all of Obama's appointees have been told that they were out as of noon on January 20th. This is probably just part of that.
So this has been known for a while and the new guy in charge, at least for now, is up to date on everything, and, I assume, capable enough to handle any scenario.

I was in DC from 1984-1991. I was active duty USAF. The Reagan and Bush inaugurations used thousands of active duty troops as well as Guard. We were allowed to volunteer. I did so in 1989. I was a master sergeant then. I was partly in charge of manning the parade route. Had to ensure the troops in my sector were correctly dispersed. So it was soldier, 20 ft, sailor, 20 ft, Marine, 20 ft, airman, 20 ft, repeat. They just had to stand there,, and look good. This was on Pennsylvania Ave, about 1/2 mile or so.
It was blast! The people watches the parade were super nice to the troops, enjoying themselves, giving hot cocoa and coffee to us. At one point, Pappy Bush got out of the car and walked right by us!
Point: we were NOT armed. If you see the details on the parade next Friday are armed, then holy sh1t!!!
