All these years, I’ve been under the impression that CIA is bound by law to operate outside of the country, and that FBI is bound by law to operate on a strictly domestic basis. Now, it’s all tangled up and I believe to our detriment.

When did this happen? Am I Rip Van Winkle, lol? Or was I mistaken all along?

No. The clever, evil Rothschild Jekyll Island group created a plan to takeover the USA and the World-—and the CIA was their creation from the start-—so they could create false flags-—kill JFK or whomever got in the way of their planned events.

We are just “waking” up to all the Fake News. Our “news” was totally controlled for 100 years-—since JP Morgan and Rothschild bought up all the APs, Reuters, radio stations, and the CIA created their “magazines” to control perceptions of the masses (for the Overton Window).

The FBI was originally domestic, but it started pushing for overseas jurisdiction during World War II; the OSS/CIA and other agencies resisted this (Treasury wanted to expand its investigative power too as I recall), and there was a standoff for a while, but the Bureau still operated in places like Puerto Rico, and I believe in the 80s they revised some of the legislation—need to double-check that but that’s my recollection.
