September 2005: Bill Clinton visits Kazakhstan with Canadian mining tycoon Frank Giustra on a visit arranged by Siberian nuclear physicist Sergei Kurzin, a former employee of Marc Rich who traveled Russia scouting investment opportunities for Rich; Giustra makes a deal to acquire uranium assets through shell company UrAsia, to be transferred through a merger with South African/Canadian company Uranium One in February 2007; Senator Hillary Clinton applies pressure to Kazakh officials to approve the deal; Giustra subsequently gives $31.3 million to the Clinton Foundation, the first of several large donations; Uranium One will begin buying uranium assets in the U.S., putting in on track to control half of U.S. uranium output by 2015
2009-2012: Uranium One chairman Ian Tefler begins funneling an eventual $2.35 million to Clinton Foundation through the Fernwood Foundation, a Canadian entity, and through the Clinton Giustra Sustainable Growth Initiative; the Clinton Foundation fails to disclose this in its tax records; Uranium One associates Robert Disbrow, Paul Reynolds, and Frank Holmes also make multi-million dollar donations to the Clinton Foundation
June 2009: Russia’s state nuclear energy agency Rosatom, which operates in Iran, North Korea, Venezuela, and Myanmar, begins buying stakes in Uranium One, reflecting a 2006 $10 billion decision to increase Russian uranium production 600 percent
December 2009: Rosatom’s chief lays out plan to Russian government officials to begin acquiring uranium outside Russia; Secretary of State Hillary Clinton is meanwhile negotiating the 123 Agreement with the Russian government allowing U.S. and Russian firms to cooperate in development of civilian nuclear energy
