With the incoming Trump administration wanting to repeal Obamacare, Rep. Nancy Pelosi tried defending how it was passed.
PELOSI: The Affordable Care Act was passed not under reconciliation when it first came to the Congress. So the main part of the bill House and Senate was not under reconciliation. But the bulk of the bill if you look back to the history of it the bulk of the bill was done on the 60-vote rule, not under reconciliation.
CNS NEWS REPORTER: But it passed without a single Republican vote.

well she’s right in the sense that funding it as well as upholding it in the supreme court (the traitor roberts) were bi-partisan.
and perhaps the only reason the gopes held firm voting wise was the constant meltdown of the phone lines and the street protests of the tea party.
Obamacare was bipartisan.

Arlen Specter was a Democrat from 1951 to 1965
then he was a Republican from 1965 until 2009
then he switched back to the Democrat Party.

She only uses the word "bipartisan" in reference to the hearings on the legislation, but the context appears to be her arguing that the ACA was a product of a bipartisan process different from what's going on now -- which isn't true.
I think the headline expresses the gist of what she was saying, though it puts it in a more condensed and pointed form that's more likely to generate indignant responses.
A conversation about the process of "reconciliation" -- a technical term -- is pretty opaque to the rest of the country and goes right over our heads, so it does have to be put into other words.
If you wonder how come politicians are able to say the outrageously untrue things they say and get away with it, the answer is that what you read online isn't exactly what they're saying, though it often accurately reflects what they're trying to do.
Anything they do is "bipartisan" because they see themselves as the only legitimate representatives of "the masses" in both the House and the Senate.
What "those people", the non-democrats, agree or disagree with doesn't matter.
