Yes it is standard. But the planes call sign will not be AF1. In this case it will be DB1 for “Douche Bag one”

Why does he get to fly in it. He wont be President anymore. Is this standard?This is a normal courtesy extended by the new president to the former president. However, as he is no longer president it will not be "Air Force One" That designation is for any aircraft the sitting president is on.

Yes this is normal. The call sign will not be Air Force 1. Normally it would be Special Air Mission #####.
