I think that the Human Resources department is responsible for that.
I was in a situation recently where we had several applicants for a position, and we *had* to extend a job offer to one of the applicants because she was a disabled vet. We had no choice about it. In the situation of a vet, especially a disabled vet, as long as the person meets the minimal requirements of the position, he or she *must* be hired--even if more qualified persons applied for it. (In our case, the applicant ended up declining the job offer.)
HR is the one discriminating. They determined me ineligible because I chose “External” candidate saying only internal candidates could apply, even though the announcement said Vets apply as External.
After over 45 days over 5 emails and phone calls finally got them to accept the application, they found me qualified, sent my name to the selecting official, then cancelled the job without hiring me while at the same time opening up the exact same job in a new announcement.
