It has everything to do with black or white. The races are not interchangeable. Race matters.
In my book, the important factors contributing to sociological decline, financial ruin, government fiscal policy bend over backwards to keep race out of the equation in determining benefits and such, but the starting goal was to affect as many people of color as possible, I’ll give you that.
However, the actual numbers for, say, SNAP in my particular county is about 20% on SNAP. We have a 1% black population.
I’m not saying race doesn’t matter. Much of the government’s programs try to bias toward blacks - HBCUs for examples and minority set-aside contracts, etc. But the really big, big spending/entitlement programs (Section 8, SNAP, SSI, SSDI, TANF, AFDC, and utility and phone assistance) are color blind. And I can tell you a hell of a lot of whites partake of that fruit. It is very plainly evident in my county, and this is what is breaking us as a nation.
