They didn’t legalize child prostitution. It’s no longer a crime for a child to sell themselves for sex, but it’s still still statutory rape to engage with sex with a minor. Therefore child prostitution is still an illegal act, they’re just not going to punish the child for it under the idea that they’re not responsible for their actions under law.
