If I am correctly reading that ONE EXCEPTION to the Pardon power of the President, the simple filing of a Bill of Impeachment in the House should remove any ability Øbama has of pardoning sHrillary of her major crimes. Certainly for long enough to get us past Inauguration Day, even if the Bill goes nowhere. In fact, it would be ok if the impeachment bill dies in committee since a Senate conviction would probably never happen.
Should President Trump decide that following Ford's lead in pardoning Nixon for the good of the Nation, he should extract a consent decree as part and parcel of issuing that Pardon.

The problem is also simple: there aren’t enough spines or cajones in the US Congress to do it. Too many lib-dem commies and RINOs who want extra butter and jam on their daily toast.
