When enough states that add up to 270 EVs are organized under the pact to vote for the national popular vote winner, the Electoral College will be neutralized. And my reading of Article II is that state legislatures are empowered to decide how the state’s EVs are cast. I think enough legislatures to provide 190 EVs has passed legislation signing on to this agreement.
But remember, many of the threats to our nation, including to our Constitution, will be gone once the swamp is drained.
