This article is a scurrilous attempt to justify what is evidently a growing trend which is repugnant to the rule of law but which, regrettably, already exists.

I can confirm from personal experience what your federal prosecutor friend stated. There is a “black code” out there, and it’s real meaning is not what you will find in a Google search. Like so much truth, it has been suppressed for its lack of political correctness.
The “black code” posits that when any black person is in a dispute with a white person, it is the duty of all black people to rally to the defense of the black person. The objective merits of the black person’s position or the wrongfulness of their cause is irrelevant. Blacks must stick up for blacks.
