If his eye injury didn’t occur during the initial arrest and scuffle, then he has a legitimate case.
Him being tied to the chair should be the result of him being combative.
Once he’s tied in the chair, he should have been free from any further physical assault.
If the video shows an assault of a man tied to a chair, the officers should be in deep manure.

Something doesn’t ring true here.
These officers knew they were on video. What in their minds justified their actions? I expect to hear a different version of this over time.
Perhaps in the end I’ll tack on an additional 5-10 for pure stupidity.

My guess is that they’ve just gotten away with it every time in the past.
The officers in the video should have stepped back and politely asked the man to restrain himself into the chair.
