I’ve heard that the number eight is valued by many Chinese as a lucky number, one that brings good fortune. Not surprising that Kim Jong Un wants to acquire the number in this form.
I’m guessing that North Korea may have similar numerologic customs and beliefs as the Chinese.

870-meters is 2854 feet... that is TINY! Unless, all he has to fly are pipers/cessnas/bonanzas.
I fly out of a 2800 foot strip. It is almost exclusively single-engine.
A 747 needs 2300 meters, or 7500 feet, for comparison.
Apparently they need a Runway that long just to get his fat ass off the ground.
Easy to build with lots of slave labor. Just takes a little longer.
