Time for junior year abroad. Oh, and wasn’t there some sort of deal where they could bring other relatives and make their illegal parents legal and it extended into the 20s?

That was the original meaning of “anchor.” It meant they had to wait until their maturity, however, to sponsor their parents. So there was a buffer of time involved, plus the legalities of immigration yet.
