This shows 6th US Appeals lets recount continue?
One question is "recount or not?" Another one is "If there is a recount, when should it start?"
The federal courts heard the second question, and just assumed a recount would be conducted. The state court system got the first question, and said "no recount."
The federal appeallate court was not aware of the state appellate court decision, so its ruling becomes nonsense. No federal court was asked to rule on the first question.
I believe it continues pending this one federal judge who is Obama appointee.

Yes. The US Circuit agreed to let the, continue pending a MI ruling at which time they expected the District Court judge to rescind his order. This is why the MI ruling is being held in abeyance probably until looney Stein appeals to the MI SC.

The Feds are going to walk all over the States until the states say stop.
If the States fold like a cheap lawn chair every time some Federal official says so they may as well not exist.

No. The state decides "recount or not." The feds just decided "if recount, then start now," or in practice, "whehter or not the state allows the recount, start it now." Sort of stupid to start counting with the predicate (of recount being allowed) being undecided. State law has a delay so resources aren't wasted if the recount is killed on appeal. But the federal district judge saw fit to gamble other people's money and start recounting "just in case" the state court allowed the recount.
Michigan state election law says that any ballot bag that has irregularities can not be included in a recount. The recorded vote total on election night stands. The Detroit City Clerk said that this is an antiquated law and all bags should be included. She also said that Detroit's 10 year old voting machines were worn out and should all be replaced. Maybe she's hoping for some of them there fancy touch screen machines.
She also said that there was no chance that there was any fraud in Detroit.

Actually, the GOP will take the state appellate court order, and the 6th Circuit order, to the federal district judge, and ask him to modify his order. The 6th circuit has said it expects the (federal) judge under them to follow their instructions.
Turns out that letting the various goverments run their own elections is a conflict of interest.
