Time to start requiring ID.
It means they had a lot more votes on the machines than they had signed in on the registers.
Looks like it its a wash. Hillary won’t get more than a few dozen votes or so out of Wayne as the recount proceeds.
Its over.
This could mean Clinton getting even more votes even though there is evidence that the Democrats were more likely guilty of fraud than the Republicans.
Another case of Friedman's Law of Unintended Consequences.
It means they've unintentionally discovered ballot box stuffing for Clinton, but the media are helping them brazen through it by pretending that these "irregularities" are proof that the Michigan vote was unfair to Clinton.
Ballot box stuffing, or ballots that were COUNTED but not entered into a ballot log. Last minute backroom old-fashioned ballot box stuffing. This happened in heavy ‘DemonRat’ precincts thereby creating a Hillary lead where there probably really wasn’t one.
They scanned the same ballots multiple times. Thus they had X amount of voters and 2X the number of votes or something similar.
Absolutely, “ballot box stuffing.” What we observed in previous cycles in Baltimore with electronic voting was 200 or so votes cast (for the Dems) on each machine before the poll even opened. That would cause the symptom reported in Michigan.

My interpretation: The fine people of Detroit have discovered a way to pull the ballot out of the scanner at the last second, and re-insert it, and get a double vote. And enough people were doing this to accidentally jam 87 machines. Stands to reason that each jammed machine would have at most, one over-vote. Sounds like the discrepancy is more than that - pointing to a widespread use of this ‘trick’.
Scenario: 500 ballots turned in at a particular precinct. According to the machine, 400 voted for Hillary and 200 voted for Trump. This totals 600 votes.
So, the machine says 600 people voted but there are only 500 ballots. Therefore, the 400 vs 200 stands and a recount can not be done.
The real question is, why don’t the numbers match?
My take is that it might be fun to actually count the ballots and ignore the machine results.

People inside the system were casting votes for people who never showed up to vote
Most likely that, in those districts, someone just added votes to the machine through some process other than filling out ballots and feeding them to the reader.
It seems to mean that Detroit stuffed a lot of ballot boxes, underestimated what it would take to make Hillary win, and may prove Trump’s claims of rampant voter fraud if scrutinized too closely....
