Why not just take an existing C-17? There’s room for vehicles and a module where the VIPS can sit. Press can hang out in a penned-off section of the cargo ramp, follow along in an un-pressurized Herky Bird, or (gasp!) fly commercial at their own expense.

current planes are becoming too expensive to repair and keep in good flying shape.

It's a 747. They cannot maintain a 747?

The government has contracted with Boeing...

There's the problem... 'the government' did the negotiation. Trump should negotiate the price...

While it's smart to always keep gov't spending part of the discussion a couple of new 747's ain't gonna break the bank.Stopping the project might save a few million. There are plenty of ways...completely legitimate ways...to save hundreds of billions.

Deporting wetbacks and building a wall being just one.

Obama cancelled the order for the Marine One replacement helicopters when he took office. They awarded it again six years later when the spotlight was off, and it’s probably going to cost more. If Trump cancels Air Force One then I suspect the same will happen.

“the current planes are becoming too expensive to repair and keep in good flying shape.”

I doubt this.

“.... but, but, we have a budget, we’d better use it on SOMETHING or we might lose it for next year....”

Liberals think he will cancel the whole thing. I don’t think so. I think he is looking to make a deal.
