Good question - I would state that because the process is so decentralized, a legitimate state ID would be necessary, and the Fed can deem that free voter IDs should be provided by the state, but that said IDs must have AN ENDORSEMENT on the ID showing that they have submitted a birth certificate, naturalization form, or US passport linked to the state ID in order to verify their voting status. This would eliminate 95% of fraud.

I can certainly see where the federal government has a legitimate stake in how state elections for federal offices are held. See also post #134.
