If they can postpone completion of the handcountS past the deadline for provision of the Certified ballots to the Electoral college, the states involved would drop out of the boting, no?
If it was that easy to drop states out of the Electoral College voting, we would have had 0 electoral votes cast in every presidential election for the last 150 years (if not longer). The major political parties wouldn't even bother running presidential campaigns, and instead they'd spend all of the money they raise on legal challenges in every state.
