'Midnight regulations' are a last chance for a president to make his mark and introduce new laws
As many as 98 final regulations are reportedly under review at the White House
These include limiting air pollution from the oil industry and measures aiming to help highly skilled immigrant workers obtain green cards
Barack Obama is set to ram through last-minute law changes to try and cement his legacy, according to reports.
'Midnight regulations' are those introduced between November's election and January's inauguration of a new president.
It is a last chance for an outgoing Commander-in-chief to put his stamp on the presidency and tie the hands of his successor.
Obama can pass the rules because of a loophole in US law allowing him to put last-minute regulations into the Code of Federal Regulations - rules that have the same force as law.

Why not just appoint a dictator-for-life, and let Congress "transfer" its legislative authority to him, a "broad" "grant of power" in perpetuity.
That way, they can all go home and collect cushy pensions for the rest of their lives, or until the dictator has a bad day and decides to have them all shot.

We have an arbitrary regulatory government bureaucracy. Many of the regulations are not based on law passed by Congress. Our system of governing needs reform. All regulations after the election should be repealed on day one. And probably most regulations during the Obama era should be repealed.

Congress delegates regulatory authority to the Executive branch. For decades many Congresses have abdicated their lawmaking role by granting broad discretion to bureaucrats. However, what Congress gives, Congress can take away.
There is no regulation issued by a POTUS or government bureaucrat that Congress cannot repeal. In January the GOP Congress and President have the opportunity to put up or shut up.
Within 30 days of taking office, Trump should send a list of regulations to Congress for repeal. Congress should spend a week reviewing the list and pass legislation in both houses to void the regulations. Trump should immediately sign the bill. Going forward Congress should write tight bills limiting bureaucratic discretion.
The good news all of this can be accomplished in less than 60 days. If nothing is done, we know who to blame.

What it boils down to, Trump appoints the new agency/bureau heads and tells them what he wants done.
So this is pretty much just a petty Barry stealing the `W’s from all the WH keyboards.
I don’t think Obama’s out of office plans are going to amount to much. Without the power and perks he had as president he’s just a weak, lazy and uninspired has been.

actually, ANYTHING that president trump wishes to see undone or simply not carried out can be halted by a simple majority vote of Congress via budget bills that prohibit funding for unwanted activities. Whole Departments such as the EPA or Department of Education could theoretically be denied any operating funds at all via majority-only Congressional votes, as budget and funding bills are no longer subject to Senate filibuster.
president trump doesn’t need to go through a lot of process to undo, redo, or abolish unwanted regulations or government functions or departments: Congress can simply fail to allocate money for enforcement and/or operation.
