If the recount doesn’t uncover Hillary votes by illegals, unregistered, and dead voters, then the recount is rigged.
I'm not sure that a simple recount can do that. All they're doing is looking at the votes and tallying them up. They have no idea who voted for which candidate. If there's cheating, I don't think that a simple recount will catch it.
Now maybe, there's more to the recount process than the title implies, but I don't know.

A recount is not an audit. It looks only at the votes cast not who cast them and whether the voter was valid. The only point the voter is involved is to ensure a separate human being initiated each vote.
