I've read the Wisconsin statute concerning recounts. The statute states that the petitioner is required to pay for the recount after the cost has been estimated by the board of elections.

It's not possible to pay for the recount at the time of filing, if the cost isn't known.

It is true that the recount won't begin until Stein pays for it in full.
