According to the article, anyone “with standing” and can pay for the recount can force it.

Since Stein was a candidate she can file on behalf of herself.
Now another candidate who got 1500 votes is requesting a recount. This whole thing is a sham they should deny the requests.

As I read it, anyone can request a recount if they submit the filing fee. Doesn’t mean it will be granted, but it can be requested.

Apparently not for a recount request. If she sued in a court of law, standing would apply there, I presume.
