Stein is technically not an aggrieved party. At uslegal.com, we find: An aggrieved party can be any person whose financial, personal, or property rights or interests are adversely affected by an act of another or an order, judgment or statute. A recount would not have any reasonable expectation of providing Stein's electors with a different outcome in Wisconsin or any other state.
